Pension Houses versus Hotels in Cebu City

My friend from the UK is planning to visit Cebu City come November 2010 and we have been checking online the best accommodation that we can get for him. I'm not sure if foreigners are familiar with pension houses in the Philippines but these are like smaller hotels and with basic amenities. There is a cafeteria or mini-restaurant, the rooms have hot and cold shower, internet connection, cable TV and telephone line. There's also room service every morning if you want your sheets replaced and foods can be ordered by phone. Ordering of foods though is not offered in some pension houses. Pension houses are usually a 3-5 story building.
Pensions houses in Cebu City are very economical compared to staying in hotels. The rates only range from $16-$45 per night unlike hotels that cost $70-$225 per night. The check-in/check-out time is usually at 12:00 noon. For tourists who want to visit Cebu City, staying in pension houses is a great and cheaper alternative.
